“President Bush’s passage of EGTRRA (the Economic Growth and Tax
Relief Reconciliation Act) in 2001, and JGTRRA (the Jobs and Growth
Tax Relief Reconciliation Act) in 2003, brought on sweeping changes in
several areas of the US Internal Revenue Code, including income tax
rates, estate and gift tax exclusions, and qualified and retirement plan
rules. The changes were so large, numerous, and important that many
books, articles, and papers have been published regarding the changes
and simply how to best take advantage of them. This article will focus on
the changes affecting Traditional IRA’s and employer-sponsored
retirement plans like 401(k), 403(b), and 457 plans. In addition, potential
